- Ruler infection event now rarer
- Ruler infection event now has a cooldown of at least 2 years
- Leader infection event less likely if another leader was recently infected
- Healing option after ruler infection event now is available to all empires
- Ruler no longer potentially dies from healing them
- Infected pops can be demoted instantly, also allowing for them to be in the Contained job easily

- Increased weights of the Contained "job" for afflicted Pops, they will now be properly assigned
- Updated trait icons to use 3.8 style
- Fixed some response errors closing some events when they shouldn't
- Lockdown decision now costs Unity
- Empire-wide Lockdown edict now costs 100 Unity
- Tooltip when outbreak begins now informs player about the information found in the Situation Log
