1.2 Attempt at a rebalance; haven't done Chaos Space Marines yet but let me know what you think of how space marines stack up against vanilla for now!

Rebalanced units so that they are hardier overall, abilities fixed for commanders and servo-skulls and apothecary's added to neutral units list.
