Now also checks for a specific unit value on units if the mod should avoid deleting it. The unit value checked is TacticalCleaner_DoNotDeleteMe

Better check for alien rulers (includes default support for the Hive mod's ruler + checks for a boolean that gets applied for alien rulers)
