Massive modification of the AI for plane and tanks !

NEW FEATURES:
-Improvements to AI plane and tank design
-The AI will utilize all plane and tank design
-AI smart distinction between custom plane/tank design roles, for example for short air to air missile , apfsds etc ...
-Major rebalancing of plane/tank AI to make it more likely to build newer designs over older ones
-Massive reduction in WW2-era plane/tank being built in the Cold War by the AI
-Modern designs were thoroughly researched and based off Cold War and modern trends in plane/tank warfare

#FIXED 50's and more train wouldn't stay researched after a reload of the save
#FIXED a bunch of error
#FIXED guided anti-ship missile didn't give the possibility to make a maritime patrol plane
