Landing lag no longer resets the 'jump counter'.

Up special's hitboxes now use angle flipper 10, but deal less damage and knockback.

-Max horizontal speed from leaving the ground without jumping reduced (8->6.5). //This is to prevent techniques such as ledge/plat boosting from being too crazy.
-Wall jumping now only restores Wing Cap flying time below a certain threshold.

-Dash attack's animation has been slightly tweaked. It's also slightly active for more time. However, the final base knockback is lower(4FKB->3FKB), as is the knockback scaling(.45->.4).
-Neutral special now properly shows the grabbed enemy in front of Mario when he spins.
