Just to be clear about what this upload is and isn't, I will provide the steps I followed to fix this map:

1) I downloaded the original map file, as uploaded by Arblarg to GameBanana: https://gamebanana.com/maps/179653
2) I used a tool called VIDE to unpack the map's assets, and then clear the map file of all assets.
3) Every .vmt file in the /materials/grids and /materials/ramps directories has had its $envmap keyvalue removed.
4) The map's filename has been changed to surf_kitsune_noreflect.bsp, to avoid any confusion.
5) All subdirectories under /materials/maps/surf_kitsune have been deleted, they contained the patch files for cubemaps that were no longer needed. The directory itself has been renamed to /materials/maps/surf_kitsune_noreflect.
6) Since both the original upload and CS:GO happen to be missing these assets used by the map, I have sourced them from .pak files for Half-Life 2: concretefloor039a.vmt concretefloor039a_cheap.vmt concretefloor039a.vtf concretefloor039a_normal.vtf concretefloor039a_specmask.vtf white001.vmt white002.vtf
7) These files have been auto-generated by CS:GO: surf_kitsune_noreflect.nav surf_kitsune_noreflect.ain
8) A config file under the name of kitsune-offline.cfg has been drafted and added by me. It contains the commands required to surf.
9) With all these changes, all the assets have been packed back into the map file.

Just to be clear about something else: technically speaking, cubemaps for this map are not fixed, which can be seen by spawning in an AWP and looking at the viewmodel's scope. But the reflections on map's surfaces are gone. This is a trade-off made to preserve the original bsp, without any decompilation and edits to the map itself.
