Changed damage and crafting time.

Energy ammo now does HALF damage compared to vanilla ammo. Energy rockets also have a radius of 3 (vanilla = 4)

Crafting time increased.
Large Ammo generator: Bullets = 1 minute, Rockets = 1.5 minutes.
Small Ammo generator: Bullets = 2 minutes. No longer produces rockets.
