- Updated shield values to reflect ESC's new changes to shields.

Compared to ESC. these variables are changed

To reflect the psionic armor providing less shields but uses less power, these stats are changed as followed

AT Field in this comp patch has been changed to

Strength/Regen = T8
Power/Cost = T6

Shroud Barrier has been changed to

Strength/Regen = T9
Power/Cost = Between T6 and T7

Final Dark Matter Shield has been upgraded to surpass T9 shield strengths.

- Makes Fallen Empire uses Dark Matter Deflector instead of highest tier shield to allow unlocking DMD tech.
- To add fairness, FE spiritualist will also now use DMD as opposed to Psi Shield. (They still have Psi Jump Drive however)

- Makes ESC-related events also applicable to Ascended/Lost Empires,

- Reconfigure Fallen Empire ships to use Dark Matter-based tech and uses ESC techs. This results in them being much deadlier. The reason behind this is that without this change, people who use ESC Override mods will not be able to acquire Dark Matter Reactors from FE, which is the critical component required to ascend.
