Fixed hoplite phalanx and shield walls: Will provide missile block bonus now instead of reducing block chance.
The previous settings did not work for those formations, for some reasons.

Note: Hoplite Phalanx is still a anti-infantry formation. While it provides bonus to missile block chance, this bonus is not as high as when using shield wall or shield screen.
