it so happened that I could not find the lessons on these programs that I needed, but thanks for the hint

Openiv and ninjaripper to extract models, 3ds max for rigging. Blender can be used also.
There are tutorials on how to use all of the tools, and how to rig for source

sorry, but can I ask you a couple of questions, with what tool did this happen, or can I buy a service from you that would import a model from GTA to GM?
