I've added some links for these tools you can try to help with NPC path finding.

When I made this map, 5 years ago I basically just manually placed a shit ton of info nodes that the NPCs could use for path finding all around the map. I went back and tested this to make sure they could find me in many places. I haven't gone back and done any testing in a while but maybe an update changed how well info nodes work. There are some tools that you can use to auto generate a navmesh or toolgun mods that shoot info nodes that you can try.

@Sharker I have a theory: Is this map have navmesh? Because NPCs are unable to attack without any navmesh. This could explain why NPCs just standing still after activation. 🙄

@Sharker At least, can you fix the combine spawning?? The problem is, when combine is activated, they just stand still and absolutely won't respond to anything. 😑
Take this map as an example:
gm_occupiedmall ‒ combine spawns properly when activated...
