Report a translation problem
First I look for a blueprint for the vehicle I'm making, if there is any.
If you need to figure out 3d modelling there's tutorials for that. I use Blender, then I export the uv wireframe texture to Photoshop and draw from there.
Usually I search for photos
I used photos for some parts, like the rims and licence plate. Rest was just solid colour shapes and gradients and lines drawn in PS.
You might want to extract some assets with ModTools mod for Cities, and look how people have build their things. Can't really give much more advice. :L
