-30% Upkeep Player Only

Hey guys as the description says this reduces the campaign upkeep by -30% for the player only,

This is enabled on all difficulties:
Easy was -25 is now -30
Normal was -10 is now -30
Hard was 0 is now -30
Very Hard was 0 is now -30
Legendary was 0 is now -30
