This mod makes it so you spawn with a builder in addition to the starting warrior and settler.

For everyone in doubt:

This and the "Starting Scout" mods works! :steamthumbsup:

TESTS:
DLC leaders and non-DLC leaders: ✔
Starting in Ancient Era: ✔ (later Eras gives both a builder and a scout even without the mod)

What DID make a difference was:
If I started the game from an earlier saved game setup configuration. Apparently those configurations also save the list of mods chosen at that moment.
That means, that if you save a configuration at a time where a certain mod is not activated in the game, then that mod will not be active in a new game if you use that configuration. This is true even if you actively have selected that mod as active in the settings in the main menu.

It took some digging and a whole bunch of new game starts to figure this out.

Looking at the mod, it looks to me like it only gives the builder if starting in the ancient era.

Update 2: it wasn't that mod. It seems like this mod doesn't give DLC leaders their starting builder, because there are several civs that I can play as that don't start with one, but several that DO start with one.

I'm not starting with a builder either, and the only mods I have either change the balance of harbor/coastal stuff to better reflect their usefulness irl, or are just some UI flavor mods. Nothing that TOUCHES units. I'll try disabling the harbor balancing mod.

@NoShotz, thanks for mentioning this. I haven't been starting with a starting builder, so it must be another mod messing with it
