This and the "Starting Scout" mods works!
TESTS:
DLC leaders and non-DLC leaders: ✔
Starting in Ancient Era: ✔ (later Eras gives both a builder and a scout even without the mod)
What DID make a difference was:
If I started the game from an earlier saved game setup configuration. Apparently those configurations also save the list of mods chosen at that moment.
That means, that if you save a configuration at a time where a certain mod is not activated in the game, then that mod will not be active in a new game if you use that configuration. This is true even if you actively have selected that mod as active in the settings in the main menu.
It took some digging and a whole bunch of new game starts to figure this out.
