Seems suspicious to me
It's the Duchy of Milan which is yet an other modded civ by the hands of JFD - however, I've read that the AI is not handling this civs' UA very well, but in the hands of a human player the Duchy of Milan apparently can snowball quite a lot - and then some!
If you think it's worth your time, take a look at this civ and make your own judgement wether it fits your scenario or not ...
Forgot to tell you in my first post that I very much like your approach to this scenario as an alternative to the Into The Renaissance scenario by the original game developers in which the Austrians are also horribly OP, btw ...
As a replacement for Denmark I'll suggest you make use of one the nations that Ivenend_Zwei833 has mentioned, Bohemia or the Teutonic Order - maybe even JFD's Hungary, just to keep the potential Austrian monster on a leash ...
