Die Armeeführung hatte für die zweite Oktoberhälfte geplant, mit der 1. Baltischen Front und der 3. Weißrussischen Front die deutschen Truppen im nördlichen Ostpreußen zu zerschlagen, um damit ganz Ostpreußen zu besetzen. Es gelang der Roten Armee aber nicht, sich gegen die 4. Armee durchzusetzen, unter anderem, weil die 1. Baltische Armee unter Hovhannes Baghramjan an der Memel Halt machte und nicht übersetzte. Die Gebietsgewinne entsprachen lediglich rund 150 km. Einzig die 11. sowjetische Gardearmee konnte auf ostpreußisches Gebiet vordringen und erreichte am 21. Oktober 1944 den Kreis Gumbinnen, wo sie auf die 4. Armee der Wehrmacht traf und sich mit ihr erbitterte Gefechte lieferte.

The army command had planned for the second half of October to use the 1st Baltic Front and the 3rd Belorussian Front to crush German forces in northern East Prussia, thus occupying all of East Prussia. However, the Red Army failed to prevail against the 4th Army, in part because the 1st Baltic Army under Hovhannes Baghramjan stopped at the Memel River and did not cross. The territorial gains corresponded to only about 150 km. Only the 11th Soviet Guards Army was able to penetrate East Prussian territory, reaching the Gumbinnen district on October 21, 1944, where it met the 4th Army of the Wehrmacht and engaged in fierce fighting with it.
