This is a typical japanese "fire hydrant sign(Shokasen Hyoshiki)" prop.
Because of Japan's narrow land,most fire hydrants are constructed under the roads.
This sign may help japanese firefighters to find them!

狭い土地の有効活用のため、日本では多くの消火栓が地下にあります（たぶん）。
この標識があれば、消防士がすぐ消火栓を見つけられるでしょう。
