Uclip Alternative Noclip (Regular Edition)

Description
Uclip is a noclip alternative. By this we mean it's similar but different in the fact that you can't noclip
through anything but your own props (If you're running a prop protection). So, you can't noclip through the
world or through others' props.

*Note* This is Regular Edition which blocks noclipping through the world for everyone. If you want admins to be able to noclip through the world get this version instead: http://steamproxy.net/sharedfiles/filedetails/?id=850858362

Is it possible to make a version of this that's toggleable per person?
being able to turn on and off flight collision would be really useful.
