Report a translation problem
1. Install ModTools
2. Start game with ModTools enabled
3. Click on building you want to alter
4. Click "Dump asset button"
5. Open \Users\USERNAME\AppData\Local\Colossal Order\Cities_Skylines\Addons\Import and find all the files you need to tweak or reuse
6. Import the .obj file into your 3D modelling program. I'm a university student so I can use 3ds max for free as long as I don't make money off my 3d models.
7. Tweak the model of the .obj as you see fit.
