Thanks for trying to explain but thats like speaking greek to a me...I really wish i could learn it and also this game is toooo LONG i always peeked quick and even got 2-4 mod to speed it up and pick it it the opions in the advance set-up menu...Just how i fell..Thanks for this mod.
Now, there is a National Wonder that gives a Spy - and England has that trait which gives one, so a mod like this is limited to giving 6 spies total (in fear of borking England).
I would suggest opening the Mod files for my mod and his (SamBC), and that will shed light on things for you, as mine was directly inspired by his. The files are easy to navigate and you might slowly find yourself opening files to change things you don't like into things you do like.
If you wanted to spy from the beginning of the game onward, you would go into the buildings/wonders files (wherever the Palaces are stored) and you would connect one spy to each Palace (just like Intelligence Agency does). But no matter how many spies you enable through modding, or how early:
Never allow more than 8 total which includes England and Intelligence Agency.
