As many people going for "Clean hands" may have already run into, right now there is a bug after using the non lethal method for the level. Witch's that you previously knocked out die; which for some reason counts towards your kill count.

I found a 100% consistant method to completing the level without any deaths. Note that powers are required for this walkthrough, as i have not done a flesh and steel playthrough yet, however dont let that stop you from trying to ninja your way along side our blinks.

I was able to complete the mission with only 1 knock out. and even that could be avoided, i was just in a rush when i did it.

Starting the mission!

Exit the boat and blink up to the tree/light on your right. Move along side the walls using blink to move undetected until you are behind the guard box for the wall of light. On the right there is a Blocked fence that you can blink over. NOTE if you only have the short range blink you can blink onto the guard box then the wooden boards above the wall of light, then continue as normal.

Go to the left past the 2 witch's ( (do NOT engage them in any way, just avoid them my moving along the pipes. Shouldnt have any issues) and blink onto the roofs. You should be on or next a glass roof, to the right an open balcony with the pesky fly's inhabiting the apartment should be visable. Hop into the apartment and sneak threw the middle of the room to the other open balcony or use blink to avoid any possible damage.

From the second balcony, how you traverse this next section is partially up to you. blink onto the light post infront of you. From here you have a few options.

Option 1:
you can wait for the guard to walk under you. Fall into them using possess. Walk to the far right of the road, right up the cliff side.
enter the building you find the opportunity clue for the black market dealer. Turn towards the entrance and end the possession, while they are puking you can blink up the stairs and jump into the blocked area; remaining undetected!

Option 2
Using blink you can hop across the light posts or simply use it to safe land on the ground. following the same path as option 1 from this point.

Honestly there is alot of ways to do this section and depending on how fast you want to go through it. Each time i have done this level i did it a different way just to see what i can do and what is fastest.

Avoiding the traps on the stair case, head up to the clue room. Use the walk way to cross the road and enter the conservatory threw the window. Enter the window and turn right. enter the main room, and use blink to get to the next floor. then using it again to reach the highest ledge in the room. Enter Ashworths office's second story window. enter the room on the left and grab the discarded lens.

Exit the window and blink down onto the book case. There is a Witch that patrols the machine. Use possess to control her and place the lens' into the machine. Move next to the lever and make sure no other witch can see you. End the possessing and instantly pull the lever.

Once the cut scene starts you are not visable to any of the witch's. during its duration. After the Cutscene they all have all been knocked out. WIth 0 dead. Now you can explore the obseratory without anything able to detect you. Go back to the office and get the needed quest materials. From here you can traverse straight to the basement to get Asheworths journal entry's then leave out the basement door.

Turn left out the door, up the stairs, then blink onto the cliff face. Your now on the same walkway you used to enter the observatory. Now following the reverse way you used to get here is the most straight forward way back to the skipp.

Congrats! you just completed this buggy level without having to knock out a single person! Leading to no Witch's dying from the cutscene killing them. Unless you made a mistake you should not have been detected.
