Description
What It Does

This mod simply makes it so that the council in a nomadic realm no longer has a say in who can be granted a title. This is done with a couple of changes in "ze_council_power_laws.txt".

This mod ONLY changes the title granting law for the nomadic government type. Other government types can still have the council vote on title grants.

Why?

Well, because of the way councils work, nomadic realms have what I can only see as an oversight on Paradox's part, in that the council will almost always vote against letting you give land out to clans due to the council member in question having the opinion of either "I'm unlanded! The title should go to me!" or "I want this title!" even when minor clans are threatening to revolt over it. Yes, they even do this when you couldn't actually give the title to the person throwing a fit over it. This leads to either senseless discontent among the council, rebellions because you haven't given away enough land, or constantly having to buy favors just to hand out land that people will hate you for not giving away. It's a "Damned if you do, damned if you don't," and that has no place in such a basic gameplay mechanic.

Compatibility

This mod should be compatible with anything that doesn't edit "ze_council_power_laws.txt"

Obviously, you'll need Conclave to get anything out of this mod, since only Conclave owners are affected by the oversight that the mod fixes.

The one file that's changed in this mod has a couple of changes compared to the unmodded copy of the file, and you can copy those changes over for title revocation. I recommend using Notepad++ and its "Compare" function, finding the change, and copying it over to the relevant law or laws that you want changed.

Oh, the file to edit for council laws is "common/laws/ze_council_power_laws.txt"

Interesting! How did you edit the laws? I'm trying to do a similar mod for tribal organization (trying to set it so that with certain succession laws it doesn't automatically empower the council), and I'm stumped/confused as to what to edit to get my desired outcome.
