First you download this by pressing the "subscribe", once it downloads google for "BSA Unpacker". Next download the said unpacker.
Now open the unpacker and find the HDTUntitledHairs.bsa in the Skyrim/Data directory.
Once opened, click on "Extract all", make a new folder and extract the files there.
If if you did everything correctly, now in the folder where you extracted the files should be two folders: meshes and textures.
Copy or cut those two folders to Skyrim/Data, next start skyrim through the normal launcher and activate it from there.
Once that is over, close the launcher and run skyrim via the skse launcher.
When loaded, open the command and type "Showracemenu" and pick the hair. And now the hair should work. That's how I got it to work atleast. Cheers~
