it will work always and everywhere. Because this mod, just three lines in lua file:
NDefines.NMilitary.MAX_ARMY_EXPERIENCE = 99999;
NDefines.NMilitary.MAX_NAVY_EXPERIENCE = 99999;
NDefines.NMilitary.MAX_AIR_EXPERIENCE = 99999;

so, if it wont work for you, then something else re-writed this lines in another lua from another mod
