Yes to both.
1) Do they stack? (As in, a unit with a unique promotion conquers a capital/city state, they get another promotion)
2) Does conquering non-original capitals count for the purpose of getting promotions?
Next, you'll need to unzip the civ5mod file with WinRar, 7-Zip or any other program that can unzip the file.
After that, you'll need to place the file in the C:\Users\Your Name\Documents\My Games\Sid Meier's Civilization 5\MODS folder. (Mind you, your name is supposed to be the your user name for the computer).
You should see this mod in the mod menu when you play.
