Iowa, led by Norman Borlaug

UA: The Corn Belt Earn Great Farmers separate from other Great People. Merchant Specialists yield +1 Food

UB: Grain Elevator The Grain Elevator replaces the Granary, and includes a Great Farmer (Merchant Replacement) specialist slot, and generates points towards a Great Farmer

UU: Great Farmer The Great Farmer can construct the special Great Farm improvement which, when worked, produces Gold and Food; trade routes from cities with a Great Farm increase influence by +1 per turn. The Great Farmer can also perform a "trade mission". The Great Farmer is expended when used in either of these ways.

is there a mod that recreates america and all 50 states and has them as individual civs like you did with Iowa? I imagine that would be a huge undertaking but kinda cool

@tolaburke - the game automatically increases the threshold for the next Great Engineer, Scientist and merchant when any one of them is born. You can't change that in a mod; instead, if you want one of them to be earned indepedently of the others, you add back points to the other 2. That's how Iowa earns Great Merchants (Great Farmers) separate from Engineers and Scientists

The Great Farmer seems to be giving 100 Great Scientist and Great Engineer points when used to create a Great Farm.

Also, you refer to 'Influence'. Are you speaking of City States?
