Highrise Residential L4 4x2

Description
Since there are some 4x2 models in the workshop but the game itself has no models in that plot-size I created this L4 4x2 variant of a L5 3x2 vanilla highrise to allow these to upgrade and add more variety.

Should also grow in 4x3 and 4x4 plots.

Oops - I see you already answered my Question #1. Sorry about the repeat of that. Still need answers to Q's #2 and #3, though.

Just a couple questions.
1) Can I plop the building anywhere I want it without the RICO mod? And how do I find the building to plop it?
2) How many Cims does it house? This is a major question as I'm trying to use modded buildings in order to get more Cims in a smaller area.....so I can use more ground area for parks and such.
3) Do I have to reach a certain level before I can access it? And how does a person reach that level, or know what level they are at presently?
Would you believe I've been playing this game fanatically (daily for hours) since about a month after it came out and I STILL have LOTS of questions abouve LOTS of things .... chuckle.....

Is that bottom area of the building (blue where rest of building is yellow) a couple of parking levels? Do vehicles drive into it instead of dropping Cims off and then doing the "Scotty-beam-me-up" bit and dissappearing? That would be great if it had a couple of "functional" parking levels.

I'll check out what the RICO is and if it clashes with any of the mods I already have, and if it doesn't I'll test it and your building in my test city.

They will appear anywhere like vanilla buildings. You can use the search bar mod to put it down manually but it will still upgrade to a higher lvl if the conditions are right.
You can use the RICO mod to convert it into a manually plopable building that doesn't upgrade.

I'm not new to the game - been with it since a few months after it came out - but I am most definitely a "newbee" to the skill of using non-vanilla buildings in my cities. So I have a very important question I'm hoping you can answer for me.
Can I place these "modded" buildings anywhere in my city - actually decide where each one is going to be and have it grow there when I ask for it to - or is it going to just appear anywhere it wishes (like the vanilla buildings do) if I zone for highrise buildings?
