Description
Author's Note: I finally decided to give up my attempts at originality and instead copied a Halo favourite into Space Engineers. It is based on aesthetic, so I've had to resort to mods somewhat excessively, but I've done my best to maximise functionality nonetheless. I hope you like my first upload!

Bio:
The 'Pelican' is a dropship/troop-transport capable of both in and out-of atmosphere travel, used for the deployment, relocation, and extraction of UNSC personel and materiel. The D78 is the second MA (Misriah Armory) craft to bear this widely known designation, and was intended as successor to the D77 until its production was halted indefinitely due to lack of significant design improvements. This C (cargo) variant carries no armament.

Toolbar 1: Primary Systems
1 - Main Reactor

Toolbar 2: Landing Systems
1 - Hatch Control
2 - Pilot Control Safety Lock
3 - Landing Leg Control
4 - Landing Gear Locking Controls
6 - Loading Bay Lights
7 - Loading Bay Exterior Camera

Toolbar 3: Maneuvering Systems + Docking Systems
1 - Maneuvering Thrusters
3 - Engine Nacelle Orientation Controls
4 - Atmosphere Thrust
5 - Air-Intake Control
7 - Connector Locking Controls
8 - Connector Exterior Camera

Toolbar 4: Towing Systems
1 - Attachment Point Extension Controls
2 - Attachment Point Locking Controls

7 - Heavy-Load Auxiliary Gyroscopes

NOTE - The 9th slot on each toolbar is 'SOS Beacon Toggle ON'. The SOS Beacon can only be deactivated through the control interface. This is for ease of operation in an emergency situation.

Startup Sequence -

1 - Toolbar 1: all systems ON
2 - Toolbar 2: Pilot Control ON
3 - Toolbar 3: Maneuvering Thrusters ON
(4, Atmosphere) - Toolbar 3: Amtosphere Thrust ON, Air-Intakes ON

Takeoff Sequence -

Landed:
1 - Toolbar 2: activate Hatch Controls
2 - Toolbar 2: toggle Landing Gear UNLOCKED, activate Landing Leg Controls
3 - Climb to suitable altitude
4 - Toolbar 3: activate Engine Nacelle Orientation Controls (flight position)
Docked:
1 - Toolbar 2: Activate Hatch Controls
2 - Toolbar 3: Toggle Connector UNLOCKED
3 - Maneuver clear of the docking station
4 - Toolbar 3: activate Engine Nacelle Orientation Controls (flight position)

Landing sequences are the reverse of their respective situations above.

NOTE: It is advised to stay below 10m/s velocity while moving components are active.


Emergency Systems -

The emergency reactor, visible from the passenger compartment, can be activated through the ship's control interface.


Passenger Compartment -

All personel enter/exit through the loading-bay hatch. The vehicle can seat 10 passengers in the rear compartment, plus an additional passenger (eg. operation controller/commanding officer) in the co-pilot's seat. All passengers must remain seated until the vehicle is stationary. The ship's control interface can be accessed through the Systems Access Panel in the passenger compartment. Stowage containers are situated above all passenger seats, with a shared container for use by the pilot and co-pilot. Stowage containers must each hold one emergency oxygen and hydrogen tank at all times.

I had the "not moving problem" with my own pseudo-pelican design, I think it has to do with the engines on the front wings, but I was never able to figure out the problem.
