These "hover vessels" are not actually vessels at all, but rather devices you can place, power up, and set to defend a location autonomously. Don't forget ammo!

You can place these pretty much anywhere, and they will do their job. Large promethium packs, and a full ammo box will ensure lengthy operation periods.
