These are cards for players to use when voting for who would win in a fight.

Gives the game a similar system to games like Secret Hitler or Resistance, or any other games with a voting system.

Said the DLC was required because they're made specifically for Superfight, - you don't need the DLC for the voting cards to load - but they arent really of any use outside of Superfight, so yeah...
