EXP for variants (works with every version of the game so far)

It expands the capped experience from 500 to 5.000, allowing the player to create great variants of weapons, tanls, planes and ships.

- Experience is capped from 500 to 5.000 for Land, Navy, Air.
- Doesn't change the way experience is gained from vanilla.
- Doesn't need to spend experience points to create or modify land divisions.

Works well for creating variants.

Compatibility for 1.01, 1.1, 1.2 and 1.31 (latest checked). Should be ok with every future version of the game (and any installed mods), even if this mod's version isn't updated.
Let me know if it doesn't.
