Report a translation problem
Just tested it without purchasing any extra square and no problems for me. The used road is from the highway-road-type-section (highway ramp) and counts as a highway.
This prohibits ANY industry demand from forming at all. Literally zero. I ran it with the mods for infinite money and everything unlocked from the start so I could purchase the squares and build a new intersection off the southern highway and that caused the Industry demand to start. At that point, my unemployment rate was 72%! LOL. You should have seen how happy those little cims were to get timber industry jobs!!
