Lightning Sieges (Reduced Siege Time and Faster Ram/Siege Tower Creation)

Description
Okay well not quite lightning... yet.

Halved the amount of time it takes to create siege equipment and reduced the amount of time it takes to starve out a city... because who's going to wait more than 10 turns?

They get to the attrition stage within 1 or 2 turns (more if they have walls) and it takes about 5-6 turns of starving them out to finish them off.

Not sure how to reduce the amount of time it takes to starve them out yet. Perhaps in time.

So much less hassle with this mod, thanks. Don't know why CA thought waiting so many damn turns would make for compelling gameplay. Love the devs but sometimes they baffle me.

Thanks man. The sieges in this game are ridiculous. I would rather get them over and done with.

So thanks to this Mod I got to experience Attrition during a Siege for once. Half the men die on the first turn, which I think is a bit much. Could you tone the rate down a bit?

Looks like it still works, started as Bretonnia and attacked a settlement; turns before starving is like 1 turn for minor.
