A) it bloats the file sizes
B) it can cause file conflicts
C) it's against Valve's TOS to include their unmodified retail game content in Workshop submissions
D) the Valve complete pack goes on sale for <$5 multiple times a year
E) mounting the game makes it work for ALL submissions, as opposed to one
F) it's easier on the submitter to require it than include it
but yeah i dont usually but those because i dont normally find maps that need things like hl2 ep2, l4d2, etc...

You have to install EP2 via Steam, and then run it to the main menu at least once. Source doesn't fully install or unpack the game until it is booted.
Then you need to hit the controller icon on the bottom ribbon in GMod's main menu. GMod doesn't automatically mount games (more mounts = longer load times) so you have to enable it from there. Restart GMod to make sure it takes effect, and it should work.
