Description
Main changes:
Changed most weight modifiers for techs that depend on ethics
Pirates now have borders to make their bases a lot easier to find
Daily heir chance (for monarchies) decreased from 0.05 to 0.01
Base influence increased from 3 to 4
Frontier outposts now have half the maintenance
