unfortunately it doesn't change the main problem of Stellaris, the distribution of habitable planets.
To make sure it's working, I suggest checking at the very start of a new save with the "communications" console command. Empires should be evenly spread. If you wait until you naturally encounter other empires, it can sometimes feel like they started close even if they didn't.
Also: fallen empires, marauders, and whatever other factions that aren't normal empires are not affected by the mod and can spawn anywhere

The mod works for multiplayer. Clustered Players and Distributed Players both work to spread empires evenly, but how they affect players spawning in relation to one another I don't know for certain. People have told me Clustered Players seemed to put players closer together.
