Faster Council Actions

Description
Are you fed up waiting for the councillor to do its job? Need to fabricate that claim for glory or border fixing but it just never happens, while some council actions you never use because it is such a low chance to fire.

This mod aims to provide options to fix that.

Fabrication
- Fabricate claims will now be 25% faster to fire on neighbouring enemy provinces. This indirectly makes it easier to clean up messy borders or just be a crazy war mongering lunatic.
- Fabricate claims will be 25% faster on provinces within the realm.

Fund Actions
You can directly provide money to councillors to fund their actions via the right click diplomacy menu with the "Provide Job Funds" option.
- This lets you pay to garuntee the current action will fire in 6 months time.
- You pay between 500 - 700 gold based on the councillor type.
- Bad results of the job can still occur, with low skilled councillors more likely to do so.
- If you switch job or the councillor dies/becomes incapable before the 6 months are up you will have wasted your gold.
- You can speed up all councillor jobs. But paying money to speed up collect taxes doesn't really make much sense for instance.

Additional
- If council actions are still too slow there is still the classic option in the game rules to boost the time of all council actions.
- Fixed vanilla bug with discover corruption that could lose the character we are interacting with.

Game Rules Customisation
- All Actions - All council actions have been changed to take between 1 and 5 years to fire with a skilled councillor. And unskilled about 10-15 years. For certain actions this is a major improvement from the 30-50 years chance.
- Fabricate Only - Default: Only fabricate claim actions will be faster when set on enemy and in realm provinces
- Vanilla - Effectively disables the mod (You can still fund councillors via the diplomacy options)

Compatibility
- Not compatible with mods that modify the council job events.
- Not compatible with full conversion mods e.g. ck2+ or HIP

FY: Incompatible with SuicideMod by Marladian.

In case anyone else is going crazy trying to find the cause of the bug, here it is:

Both mods alone are fine, but with SuicideMod enabled,

- Cause of death goes away from notifications and tooltips
- Whether or not death as suspicious or natural goes away from tooltips

You'll have no idea why people are diyng :D

Updated for 3.2.0 finally. As paradox have buffed the council action rates already as part of previous patches since 2.8, I have had to do some changes to the mod.
- Firstly the mods previous behaviour of speeding up all actions is no longer the default and moved to the game rule "All Actions".
- Fabricate Only has become the default game rule.
- Fabrication is now 25% faster on own realm and enemy neighbour provinces down from 75%.
- The fund job decision now is garunteed to fire the job in 6 months.
- The fund job decision is now a fixed value based on the councillor at 500-700 gold down from 500 - 2000 gold.
- The fund job decision is balanced out by having higher risk for low skilled councillors hence the lower cost.
- Other changes to hopefully make it easier to maintain the mod.

The last update messed up a little bit...the file SM_CouncilFund had all the parenthesis in the wrong position ;)
