What you need to get it.
You need to be level 18, with the perk "locksmith" at rank 3...and a bobby pin.

Might also need decent gear to get to the location, as I encountered a gunner vertibird on my way here.
How to get to it.

University Point is where it's hidden, beware of the synths that lurk around the town.

You want to go to this building.

Then go up these stairs.

Interact with that terminal, and enter the sub-folder called "Town Council Logs", then read the log "2285.8.1", you will find "Gerald’s Vault password", which you will need in a bit.

Go back here, and hack that terminal, then go through that door.

Use the password you got earlier on this terminal, then enter the vault.

You want to lockpick this (master-locked) safe, and when you open it- suprise! It's a button!

Don't press that button!-WheatlyPress that button!
Then enter the secret lab that opened up, and ta-da!

Here it is, the laser rifle that never needs to reload.
Now go mod this weapon, and wreck everyone with it!
End note.

@Mafia What? Explain because not many of us understand whatcha talkin bout. "the weapon's legendary effect makes it never have too reload, unless you're talking about saving and loading other wise i'm not sure what you're talking about'

Also, if you kill virgil you get "Virgil's rifle" which is a unique instutite rifle with the mutant slayer effect, which is kinda ironic when you think about it.

It's pretty simple, actually.
I will quote the wiki:
"Drop the item on the ground.
Pick up the item in the air by holding E (how you would normally drag ragdoll and other objects around).
Open console and enter "GetPlayerGrabbedRef". This returns the RefID of the item you're holding in the air.
Take note of the returned RefID.
Look up the ModID below for the desired legendary weapon effect, note it as well.
Enter the following in the console (substitute the appropriate RefID and ModID): [RefID].amod [ModID]
For example, you would enter in something like this: "f00726b.amod 001cc2ac" (minus the quotes).
The item will drop to the ground, and when you go to pick it up, you will get an overview similar to the one you get when you pick up any given legendary item for the first time."

YOU... CAN... USE CONSOLE TO PUT LEGENDARYS ON WEAPONS? FOR THE LOVE OF GOD TELL ME do explain

You could use console commands to put the modifier on one of your already-modded lasers, and throw away the UP77, as it's not your fault, but the game's.

@ Th3 Whit3 W01f and @Asriel, No mods, all vanilla. Bug or not its one hell of a powerful gun for close quarters-mid range.

I know, but some people don't want to finish the campaign, and this is (IMO) easier to get.
