One bug I'd like to report for this mod: I used it yesterday, and I was unable to communicate w/ any of the city states. I can visit it w/ a prophet and convert them, but there is no way I can click on them and gift them money, demand tribute or any of that

Pretty sure Carthage could set up in Tibet if with remarkable difficulty, although it wouldn't help them.
