It's, not a triplane replacement

Loading Leopold into game fine, but not having the option to build the WRNeustadt interceptor . Only option for me is the generic triplane which still requires oil. Any tips or solutions would be appreciated.

@ianandsue5 Look up the Civ 5 Customization wiki and look under the "Under Development" page, and you'll know all the planned civs by a lot of individuals
