Even on one guards they trigger reflex the second they even see the trail, combine that with the sniper AI and you are fucked
And, with the silent electronics killer. Enemies will still hear the device being destroyed. Though, unsure about the distance. I assume around 20 meters they can hear the device being broken with the water pistol.
One thing I'd add in the comparison section (of what is an otherwise very fleshed out guide to the water pistol) is the travel arcs and travel times of the darts versus the water. Because of the sharper, throwable-like arc of the water pistol, mastering it over varying ranges becomes a fun thing to practice while out in the field, whereas every other secondary (except maybe the Riot SMG) is a more reliable option.
This fun/goof-reliability tradeoff pays off in dividends once you figure out how to screw with the NPCs from way out of range for the pistol, and hence, play them like a damn fiddle .
