You can place it if you use the road anarchy mod

I know, something changed in the game and now you can't place it. By time i will repare that.

How do you place this? As the guy below says, it won't allow you to place it next to a road and it won't let you place it if its not next to a road.

Roadside: "Space already occupied!"
Non-roadside: "Must be placed roadside!"
