nice :)
and here is my 62 footprint solution http://i.imgur.com/AroXGDh.gifv . This is absolute minimum

and my rotate GRA is rotate at 7 block by 3 input rate.

My solution is slower but simpler than the others posted, imho: http://i.imgur.com/lvkraKc.gif

boskidialer: That sorting network is really impressive. I was thinking how to speed up my solution, but could not find a systematic approach. You found not only that, it can even do arbitrary permutations!

For those interested in systems like that, have a look at wikipedia: http://en.wikipedia.org/wiki/Sorting_network#Insertion_and_selection_networks

if you can, please keep 11block puzzle

btw: i found, that in 11 block level, with 22 block long stick it is possible to rotate stick even if stick input rate is 3, however in 7 block level, with 14 block long stick it is not possible - first rotation of second stick will be delayed by 1 cycle, so second rotation will fail because of third stick - and stick rate must be reduced to 4 (input every second cycle)

wao :o !!
I said sorry to easy thinking about this.
you are so clever.
I now delete 10 puzzle . sorry.
If you are ok and not angry me, I not delete 11 puzzle.
And thank you for add me to your friendlist :D

83 cycle solution for 7 blocks using sorting network (bubble sort/insertion sort): http://i.imgur.com/91RoELh.gif (83 cycle, 250 footprint) . Using this method, it should be possible to get any permutation

I think 7 blocks is enought. For 11 blocks i have solution with 39 cycles (+3 speed) and solution is exactly same (method) as for 7 blocks. With 7 blocks you should be able to find other solutions than that (and blockers + conveyor line)

39cycle solution for 11 blocks: weld 22 block long stick, rotate twice and cut. http://i.imgur.com/jr1tcn0.gif

I try to test how many blocks to exchange,
then I complete 10 blocks to exchange.
now I update this puzzle to hard.
