Description
This mod is based on a very similar mod created by IlluminatiRex for Rome 2. It's a very simple change, but hopefully it should reduce the tendency of AI hordes (and armies in general) to move out to sea. It seems impossible (or very difficult) to stop hordes from being able to use transport ships entirely, but this should mitigate that problem.

This mod does exactly one thing - dramatically increased action point cost when moving from land to sea through beaches. So most of the time, armies will be much better off moving to/from the sea using ports instead of beaches. It seems that the AI actually responds to this change, and in fact, this mod stops hordes from going to sea almost entirely (the only exception may be the Rhine ferry crossing, for reasons unknown to me).

This mod is save compatible, and works with... almost any other mod.

It now works with Age of Charlemagne. Also you can play The Last Roman with this mod enabled, but it won't work for TLR. Just in case you leave this mod enabled and start TLR, it shouldn't interfere with that campaign now. I've decided to disable this feature for that campaign, so that Belisarius can actually cross the sea when he needs to.

problem is, it doesn't really discourage armies from using beaches to go into the sea, it just gets armies stuck in one location trying to either disembark or land and they just stand there for the whole campaign which technically eliminates that nation for the course of the campaign. If anyone else is having a different experience I would like to hear it.

yay 80 turns in and my horde is stuck never regaining action points after going into the sea buggy mod disabling

sigh- I'm embarrassed; I'm "re new" to this and forgot/ didn't know the launcher listing things as outdated part... ( looks like others didn't either ) should have just tried it first.
ps: I *never* would have thought to look there ( i've looked )- clever how you did it. +1
And i suspect why it works with almost everything- no one seems to have looked there ;)

Even if you no longer mod atw, i'll link to this "recommended" with my mini-mods - not that many see them- no need to redo it.

Sure, permission granted. I don't plan to work on this further. Anyway, it probably still works even without an update; Steam just marks it as out of date since it hasn't been changed since before the last game update.
