Same as many custom buildings today, such as the pump station from another person. Simply build a dirt road, solved.

Works and stable, 3MW on any free tile non-water in city. Requires with/road.

it may be 2mw output, i had funding on 150% for power when i checked output

I think this is better than underground power line, It produced 3 MW output
