More Cities

Description
Found as many cities as you like!

Tweaks to allow practically unlimited city founding. Policy and Technology costs are no longer affected by the number of cities in your empire. Unhappiness from the number of cities in your empire is removed, and unhappiness from the population density is reduced. Unhappiness from occupied cities and population is reduced as well.

Suggested for use with FramedArchitect's Move Capital and Colonize's RazeAllCapitals mods for maximally flexible cities.

For those arguing that this makes the game too easy, this is actually great in addition to mods that increase the tech costs, then you can go into that config and customise precisely how long you want each era tech cost to be, without those mods being affected by city scaling which breaks it (binary overflow reasons, extremely high tech costs make it turn into a negative cost, which this mod "fixes" essentially), so research costs can be made static on high costs for every era without breaking this way

i didn't see anything on ghandi so how did you balance him?

this is the dumbest thing ive ever heard. it would make the game too easy. plus if you know how to build an empire you can already found as many cities as you want. take it from a war monger like myself. ALSO you are always limited to how much land there is so the title of this mod is very decieving .

this mod could use some tweaks *cough* a lot of tweaks *cough cough* BUT I love the concept. I find myself having late Autocracy tree levels of happiness in the early eras. It's absurd lol. The Happiness and Unhappiness modifiers needs a huge rebalance so I am glad someone is at least addressing it. :csgo_gg:
