This is a fixed-and-optimized version of rp_downtown_v4c_v2!

Countless bugs were fixed. This includes the frameless windows behind the inner two-story house, the floating staircase in the Slums, even the notorious "unbreakable window" near the PD!

There are three main changes as well:

-The parking lot in the Suburbs has been replaced with a second subdivision-house!
-The Theater now has a proper glass booth!
-The three-story building in the Suburbs now has better windows!
