Nepugear Menu Backround

Description
Completely remove the old backround to this Kawaii looking backround! The first Nepugear backround was too bright too see anything. So I've fixed the problem, now in the making of Neptune! Prepare yourselfs.

The mod is no longer supported due to the Insurgency update. Sorry for those that recently download it. P.S I no longer make mods for Insurgency.
