What I did: deleted all commerce and offices and left only residences (99%) and industry (100%) and waited 5 years (99+100)/2 = ~99% happiness.
I hope you understand what I mean :-)

Gonna give a try and will comment back after some tests!
If you want to get the achivement the key is to get rid of the commercial zones once you have offices. Only Residential, Offices and Industry, lot of public services and lot of public transport. Is easy once you catch the hang of it.
I have no confirmation that my save works (for now), you're the first to comment and give me some feedback.
What I can confirm is that the Achievements works on saved games from other users, at least Tough City (the other achivement that resisted me) what I got with a save from the workshop.
Maybe this achivement is special and it is impossible to achieve by this method?
I'd say to wait and see if any other user comment on this issue.
